Work to improve internal funding controls by implementing the Monitoring of Undelivered Orders (UDO) policy. This includes properly reporting obligation balances, certifying the validity of obligated documents, making funds available that otherwise would not be used, and reducing the risk or misuse and theft of funds. OMO significantly exceeded the 25% reduction target for this project by reducing CDRH’s total dollar backlog of UDOs through FY 2010 by over 60%. By taking a proactive approach to tracking and monitoring the UDO backlog and effective coordination throughout the Center, CDRH made significant progress in reducing the UDO backlog and ensuring sound financial oversight. CDRH’s work in reducing the UDO backlog led to other efforts in improving internal accounting and administrative controls, such as focusing on resolving discrepancies that exist between financial systems.
