On-Farm Regulations Computational Model

Description: Develop a computational model to improve FDA’s estimates of the cost of on-farm regulations. The model will help inform FDA development of cost-effective regulations and improve the efficiency of estimating the impact of on-farm regulations.

Accomplishment: The human health risk posed by contaminated fresh produce can be partially attributed to improper farm production practices. FDA needs to evaluate the potential impacts of any new food safety regulations on the financial well-being of US farms for the required economic analyses associated with those regulations. This information will help FDA design and implement more cost-effective regulations. This project procured a computational model that can estimate the cash flows of representative farms by farm size category and crop specialization. The model estimates a distribution of income for each representative farm, including both on-farm and off-farm sources of income. The model generates the percentage and number of farms by size and crop specialization that are susceptible to closure conditional on regulatory compliance. The model allows FDA to predict the impact of regulations on farms and estimate the effects of various forms of regulatory relief on small farms.
