Strategic Human Capital Plan Project

Description: Develop a Center Strategic Human Capital Plan (the Plan) to guide the development and implementation of CVM's human capital programs. The Plan will translate the Center's mission, strategic goals, and HPO values into actionable items to ensure the Center has the right people with the right skills in the right positions.

Accomplishment: CVM developed a Strategic Human Capital Plan (the Plan) which will guide the creation and implementation of the Center’s human capital programs over the next five years (FY2012-2016). Specifically, the Center’s Plan captures distinct activities that will comprise an integrated talent management system that addresses the entire employee lifecycle and by which CVM can continue to build an adaptable workforce. Specific actions accomplished were:

  • Development of four broad human capital goals with associated measurable actions;
  • Alignment of human capital goals with CVM’s operational priorities and working environment as well as with the human capital direction of both the Department and Agency;
  • Performed interviews with members of the Center Executive Board (CEB) for vital input into the Plan.

The Plan is a tactical approach to human capital management that will allow CVM to respond to its current and future scientific and regulatory demands with both innovation and excellence. The human capital approaches contained within the Plan were designed and will be implemented and assessed by how well they help the Center achieve its operational concerns and pursue its mission.
