Strategic Human Capital Plan (1)
Description: Conduct the necessary research and analysis to identify FDA-wide mission critical occupations and develop strategies to fill existing vacancies for all mission critical occupations that are experiencing difficulty in being filled. The public health outcome of this project is to recruit, hire, and retain individuals with a particular set of expertise to conduct mission critical work, thereby protecting the public health.
Accomplishment: This key project established the FDA Human Capital Plan and the FDA Workforce Plan. Both plans are Agency-wide and establish a road map for the FDA's management of its human capital. The Human Capital Plan encompasses eight objectives that focus on: Recruiting a well qualified workforce to accomplish FDA’s mission; Developing an FDA-wide approach to train and develop employees and enhance skill sets to fully support the FDA’s public health and safety mission; Retaining qualified employees to accomplish the FDA’s mission; Improving workforce skills, policies and practices that support the FDA’s domestic and international compliance and safety missions; Providing support to Centers and Offices by communicating and providing guidance to HC Analysts; Supporting Diversity Hiring Initiatives; Setting Human Capital Strategic Direction and; Developing key leaders to manage FDA’s critical public health safety programs. OM is working with the Centers to implement the goals and will help to update the plan for the next five years so that it continues to align with the Commissioner's Priorities.
