Office of Criminal Investigations (OCI) Education Project

Description: Coordinate with Center for Tobacco to develop and incorporate component specific training for OCI that will provide instruction relative to OCI’s mission for regulating tobacco products.

Accomplishment: Preventing prohibited, counterfeit, and substandard tobacco products from entering the domestic supply chain or being shipped directly to U.S. consumers is one of FDA’s newest priorities. In response to FDA’s new initiative for regulating tobacco, the role of the Office of Criminal Investigations (OCI) is to conduct criminal investigations to help prevent adulterated, misbranded, and/or counterfeit tobacco products from being sold to consumers. Adulterated, misbranded, and/or counterfeit tobacco products have been shown to contain higher levels of harmful constituents, which is dangerous to the health and well-being for those that consume these illegal products. Proactive initiatives for OCI during the past year has been to develop a training curriculum pertaining to OCI’s priorities and investigative strategies for criminal enforcement relative to tobacco products for our federal, state, local law enforcement partners (both foreign and domestic), and industry. The training program was completed and implemented as part of OCI’s key project accomplishments. OCI initiated and met with numerous federal, state, local and foreign law enforcement partners and industry leaders and provided information about OCI’s jurisdiction related to tobacco enforcement and FDA’s new initiative. OCI’s global tobacco enforcement outreach and interaction with other law enforcement partners and industry related to adulterated, misbranded, and/or counterfeit tobacco products is integral to FDA’s mission for protecting the safety of the public’s health.
