Dictionary: Homeland Security Presidential Directive-5 (HSPD-5) requires all Federal agencies to adopt and implement the National Incident Management System (NIMS) to prepare for, prevent, respond to, recover from, and mitigate the effects of any emergency or incidents regardless the cause, size, or complexity. Training in incident command systems for FDA personnel is a critical to the success of the NIMS implementation at FDA. The Office of Crisis Management (OCM) is the lead for the FDA NIMS training plan for all agency personnel.
