Dictionary: Documents submitted to the Office of the Federal Register (OFR), which publishes the FR, may be digitally signed by authorized parties. Digital signatures were first implemented in October 2008. The alternative method is handwriting signatures and physically sending documents via shuttles during certain time intervals. Digitally signing documents reduces the time it takes for documents to be submitted to the OFR by removing the need to physically sign and send hard copies of the documents, which allows more efficient submission for statutory deadlines, press conferences, Congressional deadlines, etc. From an emergency preparedness standpoint, digital signatures can be completed remotely in the event of a situation when an authorized party does not have access to the office.
