Dictionary: The emergency use authorization authority can only be used after the Secretary of Health and Human Services declares an emergency. Pre-emergency activities completed by FDA will ensure regulatory issues are addressed before the emergency occurs, enabling a smooth process of distributing medical countermeasures to the public during an emergency.
