Dictionary: The Competition in Contracting Act of 1984, encourages competition for the award of all types of government contracts to increase the number of competitors and to increase the saving through lower, more competitive pricing. Further, President Obama has mandated that the Federal government save $40B a year in contracting and one way to achieve this savings is through competing contract actions.

The Department has mandated that at least 65% of all contract actions awarded over the micro-purchase threshold are competed.
