Java Runtime Edition Installation

In order to connect and upload/send files successfully to the FDA via the FDA ESG Web Interface, you must obtain and install Oracle’s JRE 1.5.0_18 plug-in files for the browser. JRE security policy files must also be updated. These two components can be retrieved from the Oracle website.

If you have other version of JRE currently installed you must uninstall it before you install JRE 1.5.0_18

1. Go to the JRE download page:

1.1:Select the Accept License Agreement radio button


1.2: Select jre-1_5_0_18-windows-i586-p.exe – the Oracle Single Sign On Login window will display:

Sign into the existing Oracle account, with a valid user name and password. If you do not have an Oracle account, create one  by selecting the Sign Up link, and following the instructions provided.

  1.3: When successfully signed into Oracle, the file download will begin, and the  File Download – Security Warning window will display, select the Save button and save the file onto your computer.

1.4: When the file has been downloaded and saved on your computer, the Download Complete window will display. Select the Run button, and accept all the defaults in the install wizard. When the installation is complete, reboot your computer, if requested.

For WebTrader to function correctly you must also install JCE files as outlined in the next step.

2. Install the Unlimited Strength Java Cryptography Extension (JCE) files

2.1: Backup your old local_policy.jar and US_export_policy.jar files in C:\ProgramFiles\Java\jre1.5.0_22\lib\security, before replacing them. You can either rename them (for example, local_policy_old.jar)

2.3: Select the Accept License Agreement radio button, click on the link jce_policy-1_5_0.zip , the File Download window will display. Select the Save button, and save the file to your computer.

2.4: When the file has been downloaded and saved on your computer, the Download Complete window will display. Select the Open button, and extract the JRE policy files, which include the local_policy.jar and US_export_policy.jar files from SecureZip, into C:\Program Files\Java\jre1.5.0_18\lib\security, and not into a subdirectory, by selecting the Extract button. These files will replace the now renamed local_policy.jar and US_export_polic.jar files  located in:
C:\ProgramFiles\Java\jre1.5.0_22\lib\security.

Java will automatically update , you must turn Java Automatic updates off,  outlined in the next step.

3. The installed JRE will periodically prompt users to download the latest updates.  Versions of JRE other than 1.5 will not work with WebTrader. The most recent versions of the JRE (JRE 1.6, 1.7) will not work with the FDA ESG web interface and must NOT be downloaded and installed.  Automatic checking for updates can be disabled on the Windows operating system as follows: 
3.1: Select "Control Panel" from the "Start" menu.
3.2.Double-click on the "Java" icon in the "Control Panel" window to launch the JRE control panel. 
3.3: Click on the "Update" tab.  There will be a checkbox labeled "Check for Updates Automatically".  Make sure the checkbox is not checked and then "Apply" the change.

3.4: With the box unchecked, a warning box will popup: Click the Never Check button to make sure that the Java Runtime Environment will not automatically be updated.  If the JRE is automatically updated, WebTrader will stop working.
