Health Resources and Services Administration (HRSA) Patient Safety and Clinical Pharmacy Services Collaborative

Description: Continue the OWH partnership with HRSA’s “Patient Safety and Clinical Pharmacy Services Collaborative”, a groundbreaking initiative which systematically addresses medication management for high risk patients whose needs are beyond the reach of the current, traditional delivery system.

Accomplishment: In January 2011, the FDA Office of Women’s Health (OWH) partnered with the HRSA Patient Safety and Clinical Pharmacy Services Collaborative (PSPC) to launch a new, web-based training course for health professionals. The module “Does My Patient Understand?” highlights best practices for improving patient/provider communication and addressing factors such as low health literacy that limit a patient’s ability to safely use their medications. The module has been posted on the American Pharmacists Association website (http://pssc.aphanet.org/trainingmodules/FDAdoesmypatientunderstand.htm) and is available to the public free of charge for continuing education credit. The module was also made available to the over 120 teams of community health centers and other community-based health professionals from across the country that participate in the PSPC collaborative. As of April 20, 2011, 381 pharmacists, nurses, physicians, and allied health professionals have taken the course.

A. Training Module

Establish a training module, using FDA OWH publications (i.e. fact sheets, booklets, posters), for 9,000 HRSA grantees. The primary goal of this training is to support the core web-based continuing education module (See B below). It serves as an in-depth tutorial on OWH materials, resources, and directions for ordering, downloading and use. More importantly, it directs health professionals to FDA resources in patient-centered care to enhance clinical pharmacy services practices.

B. Web-Based Course

Create a web-based course, using the HRSA experience as a best practices model with the American Pharmacists Association which will offer continuing education credits for pharmacists and other health professionals. OWH supports the need to create continuing education training for health care providers that places a high priority on clear processes, improved patient-provider dialogue, and increased awareness of health literacy to improve patient centered care. The issues of health literacy, poor adherence, cultural diversity, and communication skills that may limit a patient’s ability to properly and safely use their medications will be directly impacted by establishing this nationwide training module for health professionals utilizing OWH materials.
