FDA 2000-Building for the Future

Abstract

In 1991, the Secretary of Health and Human Services charged the Food and Drug Administration (FDA) with developing a strategic plan that would: identify future directions the agency would pursue in light of environmental change, reflect the reality of an austere budgetary climate, and provide a context to guide intermediate and near-term planning and budgeting. FDA 2000-BUILDING FOR THE FUTURE is a blueprint for managing the performance of FDA's core programs and for renewing FDA's infrastructure. It guides the reinvention of FDA's regulatory programs in an era of limited resources, increasing responsibilities, and changing sources of public health risk. The strategic plan will continue to evolve as key issues, such as user fee funding, food safety policy, and import strategies, are addressed.
