The reported complaint was confirmed. The product surveillance technician (pst) was able to duplicate the reported issue. The bpm does not turn on with a/c power as well with 12v battery. The 12v battery was not being charged properly. The bpm charging light emitting diode (led) was blinking and should not be, but should be a constant "on" steady state with a/c power applied. The pst found capacitor c19 has ruptured, which is located on the monitor's battery charging circuitry on the monitor aux printed circuit board assembly (pcba). The product will be sent to service to be brought to manufacturer's specifications before being returned to the customer. If additional information becomes available on this complaint that would alter the facts and/or conclusion, a supplemental report will be filed accordingly.
